Q. C. A. Supervisory Board

Q.C.A. is still a young and a comparatively small player in the CDM market. Nevertheless due attention is being paid to corporate governance. Structures that assure proper supervision how the company is meeting its social responsibility and operational objectives were introduced from the beginning. 

The Q.C.A. Board is chaired by Frank Rittner, a veteran in the climate change policy and program management areas, with more than 20 years of experience in research, government, international organisations and the private sector. Mr. Rittner started his career in 1988 as researcher and lecturer on global environmental policy issues, but soon was called by the International Cooperation Ministry of the German Government to join its newly established Environment Division. This is where he served from 1990 to 1994 as program manager and policy advisor. During that time he was actively involved in preparing the Framework Convention on Climate Change and in launching Germany's initial bilateral cooperation programs to address global environmental problems. From 1995 to 2004 he was Climate Change Portfolio Manager at the Global Environment Facility (GEF) of the United Nations and the World Bank in Washington D.C. At the GEF, he helped to develop and test the rules and policies that today are forming the foundation of the CDM. During his international service he also worked for the United Nations Environment Programme (UNEP) in Paris as founding general manager of the Sustainable Alternatives Networks (SANet), an innovative structure to promote CDM driven uptake of clean energy solutions in emerging markets. After completing his MBA at ESCP in 2004 he began a CDM focused private sector career, initially as independent advisor, later on in 2007 as co-founder of PURE Carbon, a Swiss-German Carbon Venture. In 2009 he decided to found his own CDM Project Development & Management Company, the Quality Carbon Asset AG.  

The Board Member in charge of overseeing Q.C.A.'s corporate strategy is Dr. Tillman Roth, a distinguished Geo-Physicist with more than a decade  of experience in addressing environmental challenges in the oil and gas industries. Mr. Roth obtained his Ph.D. and his academic credentials at University of Leipzig before he started to work as resource assessment expert for environmental surveyors primarily in Africa and Latin America. Mr. Roth is currently employed as a manager by one of Europe's largest utilities that is also one of the leading ETS participants and one of the most significant Carbon Credit Buyers. 

The Board Member supervising and guiding the development of Q.C.A.'s project and portfolio management infrastructures is Sylke Scheibe (M.Sc.), a seasoned SAP specialist with 15 years of success record in designing and customizing SAP portfolio management, workflow and accounting solutions for clients primarily in the real estate and construction industries. 

Senior Advisors to the Q.C.A. Board are Jiang Hao Xiang (M.Sc.), one of the most experienced CDM auditors and project management experts in China, as well as Dr. Markus Schwegler, a renowned CDM policy specialist with two decades of climate change policy and program management experience in Asia and Germany who is now specializing in the design and management of Programmatic CDM Interventions, so called P-CDM or PoA Programmes . 

Special advisor to the Board on the CDM Goldstandard is Jens Radschinski (M.Sc.), a pioneer in applying the Goldstandard criteria to CDM projects, who was in charge of preparing the first Gold Standard Project in Thailand and has meanwhile been involved in more than a dozen Goldstandard activities in the South East Asian Region.
